While there can be other symptoms here are the typical ones of Balanitis:

How frequently have you been masturbating recently?
Irritation and the itch that goes with it has a source, or a combination of things that have created it.
This can include things that are in regular contact with the irritated skin, such as soap, shower gel and other forms of body wash - for example lots of males like to apply hair shampoo on the penis, or a soap, or shower gel when they masturbate - particularly in the shower.
What you get is the irritant of the body wash and this combines with the friction inherent with masturbation and this is when problems set in for the skin on the head of the penis which is much more sensitive than skin elsewhere on the body.
As I say, there can be a combination of things going on, such as sexual activity, or poor hygiene after urinating.
The best 'benchmark' to work from is only allow water to contact the skin on the head of your penis (never hot water, even in the shower), wash after every time you urinate, when you shower wash everywhere else on your body first then spend 2 to 3 minutes fully rinsing your entire groin / genital region so that no traces of body wash remains.
The other essential is to remove ALL moisture from the groin and genital region, and pay particular attention to the upper-part of the penis, and be very careful with the skin on the head of your penis .....

Hi I'd have it checked with your doctor there could be something else going on. the skin and meatus dose look irritated.
And I'd start using some moisturiser
