Does Stricture Get Worse Over Time?

I have been diagnosed with a stricture that is around 3 cm long in my penile urethral region but not dense at all. I'm able to pee just fine for now although I do have severe problem with starting urination when my bladder is not at least 3/4 full. Even then, it takes 20-30 seconds to start urination. I had USG done last week to check for PVR, and they found I have residual post urine volume of 31 ML which, according to Google, is normal since it is less than 50 ML. Doctor said it is fine too. For now, other than the urinary hesitancy issue, my condition is not very troublesome. So, will my stricture get worse over time if I do not get it treated? Is it a progressive condition? Thank you.

P.S. I'm 25 years of age and also have primary bladder neck obstruction.
