Does this look like herpes or fordyce spots?

I've already shown my GP and she prescribed treatment for herpes but did not want to test or diagnose me. So I'm confused. They are not blisters and don't burst, they're not itchy or irritated. I did an at home herpes test and it came back positive for HSV-1 and negative for HSV-2, now I would like to know where I am infected with HSV-1, I have had coldsores in the past but these white bumps made me think it must be genital HSV-1. Please help.
