Ear infection since March... What do I do

in march i got an ear infection which is sadly something i get like 1 or 2 times a year.
the doctor gave me the same steroid drops i always get.
sure enough a week later all good!
a month later it came back so i put the drops back in since i still had some left.
it worked again but then a month later... again...!!
i went back to the doctor and they said they couldn't see my ear drum because of all the debris
in my ear so they did that thing that cleans your ear and man!! it was crazy what came out!
a lot of little flakes and one massive one that i dont know how that fit in my ear and i wasn't able to feel it in anyway.
anyway they said it was probably blocking the drops from going deeper AND it was now immune to the drops.
so they prescribed a more drying type drop which was way stronger and now 3 times a day.
the doctor was confident it would work.
and well it did and after a month still no infection i thought so too.
right when i became comfortable it came back.
i still have some drops left but i dont want to use them and become immune
they doctor said if it didn't work I'd have to get tubes but how is that going to help and what if it doesn't
is there no other way?
and could any of the following details about me and my symptoms be the problem?
symptoms:
only my right ear this entire time.
sometimes minor pain in the left but it's more like a common ear ache that lasts like 5 minutes.
the infection is not like the other infections ive gotten before march
it starts off feeling like maybe cotton is in my ears but hardly any.
then it gets worse and worse if i put my finger in i feel almost a fluid trying to come out but never gets on my finger
ear will start to itch after like day 4
then it will hurt a little by day 5
day 6 it will feel plugged unless i hold my ear open with that little tab near the hole of my ear
will also itch alot and hurts when you put your finger in then it takes a while to settle down and stop hurting.
things that could cause it?
my hair goes down to the bottom of my ear. maybe stuff is coming out of my hair and going in my ear?
i love water sports like ALOT i probably go to a private lake 3-4 times a week and do different water sports during the peak of summer but i go at least once a week from april - October during the colder months
especially since it's super hot in California i kinda can't vision myself not being able to go In the water.
am i doing the drops wrong?
when i wake up i lay on my side in bed and put the x amount of drops in
stay like that for 30 minutes then turn to the other side and let it come out of my ear
usally wipe up the rest of my ear with a paper towel.
same for night and noon
