Enlarged vein beneath my foreskin

For as long as I can remember, I have had a swollen vein underneath my foreskin, sort of in a j or backwards C shape. It is there when either I'm flaccid or erect, it's not hard to the touch, does not hurt and is about the size of my thumb's fingernail (like 1 inch in radius). Does anyone have any information on what caused it to be like this? For added information I'm seventeen (so no picture of it can be provided) and not circumcised. Thanks.
