Fordyce spots on ball sack?

Hello!
i noticed some white-like spots on my lower scrotum area. Are these fordyce spots?

I have had similar looking spots for nearly 2 years. They itch like mad but are not painful and are mostly centred around hair follicles. Not sure they are Fordyce spots. Finally went to see the doctor. He's described a cream called Mometasome Furoate, which sofar appears effective.

Very interesting. Thanks for responding! Did he say what it is? I was worried they may be warts.
