I suppose that you could have a Balanitis or worse. You HAVE to talk to your parents of this situation, or to someone that is your tutor and go ISTANTLY to visit a doctor, expecially an Urologist or a Dermatologist. Both could be better.

This isn't anything like balanitis or other infection, just part of growing up. Most guys have this between 9-13.

Hi Alex, sometimes the foreskin can be slow to retract completely for the first time. You should ask your Dad or Mum they will understand and help you out. You might have a adhesion to the glans with the foreskin so you would need to see your doctor about this. Don't worry to much about it as it is quite common. do get it sorted now though and don't try to do it yourself or force the foreskin as it could cause damage.

You have the the foreskin still adhered to the glans. Sometimes the foreskin doesn't release evenly. You will know when it does as it stings a little, esp with washing or movement. Chances are it will eventually release between 14 & 16. If you are masturbating, you will naturally help it go back, but be careful you don't pull it back on purpose, otherwise you will be screaming! It's certainly worth keeping an eye on encase the foreskin doesn't release from the glans.
If you do have an older person you feel comfortable to talk to about this, then I would suggest that you do. Otherwise feel free to reply or message.
Now, I'm assuming you're intact (uncut). If you where cut & got this adhesion, then you probably will need more surgery where the remaining foreskin has reattached (this usually happens in early childhood or within a couple of years of been cut).
