Hi andrew,
I suspect you have lichen sclerosis- the discolouration of the foreskin is scarring and the second photo of the underside (ventral surface) of the penis shows that the frenum is starting to shorten.
You should see your GP and ask them to refer you to see a urologist or dermatologist. If you live in the UK, you could try contacting your local sexual health clinic for an appointment.
At this stage, treatment would be a course of strong steroid cream (Dermovate) under medical supervision.
