Foreskin thin splitting, peeling.

this has been going on for months.

tried everything I can think of.

it appears the skin has stretch marks, is thinner that typical and splits with little effort.

the skin peels a little, and if I wash this off it's a bit raw., it's itchy.

anti fungal and cortisone creams seem to make it angrier.

is this a fungal/bacterial issue? I don't want to go back to the doctor and get told to use more cortisone creams because it doesn't do anything but that seems to always be their answer.
