Genital herpes or something else??

About a month ago i started to feel a little burn on the side of my penis where it meets the pubic area. i thought it might be friction burn but the tiny little bumps that look like blisters formed. they do not hurt or painful. but they will not go away not sure if its herpes or something else. for the last year I've had my fair share of unprotected oral sex from the same girl, and for the last year i had protected sex every time besides once maybe 7 months ago also with the same girl. i am a diabetic not sure if that helps with this issue.
