Glare vision problems - Visited multiple doctors.

I've had bad issues with glare for past 9 months. It was really really bad in beginning because I tried ignoring it and it even appeared 3D. First Opthamologist said I had dry eye and said I need to start taking restasis. It took a long time to get my insurance to cover it.
First day, I took it. My conditions dropped from 100%-70%. They didn't appear 3D anymore or massive. I am contributing this to the anti-inflammation properties of restasis but I honestly have 0 idea.
Weeks-months later. No changes after initial day. I went to an Optometrist who specialized in dry eye [LIPIVIEW/FLOW/IPL] etc.... I scored a 100 on lipiview. but a bit of evaporative dry eye according to her. I think it was 3 second in 1 eye and 10 in other. She said my glare issues don't make any sense since I don't have any roughness that she normally sees on a patient who would complain about this.
My question is where do I go from here? My Opthamologist was very impatient when I asked questions and seemed like she wanted me out the door [only spent maybe 5 mins with her each visit]. Any ideas what could be wrong and or what specialist I should see.

My suggestion is to get another opinion. When I saw my current ophthalmologist for first visit she spent a lot of time with me after the screening tests were completed.
I take restasis twice a day and it helps with my dry eye condition. I keep the container in the refrigerator while at home. The coolness is great for putting drops in eyes. When we travel, not refrigerated but that's ok.
I also had Lipiflow treatment last year which helped, too.
