Hardware removal from my shattered elbow caused another break

I walked into the hospital yesterday for elective surgery to improve ROM and remove metal after a bad multiple fractured shattered elbow over 10 months ago. Instead I walked out with another fracture. Hospital said it was due to the removal of the hardware. The humerus broke (it was not broken before) right above where the metal was placed around the elbow.

I thought I was going to be on the path of completely fixing this elbow, but instead I have now been set back a year in recovery and have no idea whether this will break again. instead of the aggressive Physical Therapy doctor recommended within days of my surgery, I am now having to wait three months or more for the new fracture to heal before I even do physical therapy to improve ROM.

Is it common to have a new fracture just because of hardware removal? Anyone else have this problem? What did they do to my arm to make it break like this? I'm shocked, depressed and extremely angry.
