Have weird bulges around (not on) my penis. And some allergy like things on top. Guide me please...

I have never indulged in sexual any activity. I do regularly masturbate. I have been having these small dots on my penis's head and lately I developed a bulge around the penis please help me identify if I have a STD or not. I am very stressed and borderline depressed because of this. None of the problems on my penis cause pain but it does hurt if I touch it with my hands and is sensitive. No pain while masturbating . For the bulge thing it does pain when I slightly press on it but no problems while trying to masturbate.
