Over a week ago i met a new partner who was upfront about his HSV-2 diagnosis he told me he hadn't had an outbreak in two years and i couldn't see an active outbreak all he did was kiss me and give me oral there was no intercourse of any type so I be worried about acquiring genital herpes or what is the risk of transmission from this encounter

It is definitely possible to transmit HSV to the genitals via oral sex. However, you will most likely notice if you're beginning to show symptoms of an initial outbreak, as it is very painful & impossible to ignore for most females
