Same exact condition.
Are you sexually active? Had unprotected intercourses before you noticing?
Are you using new or more soap to wash your penis?

yes sexually active. after i got a handjob a few weeks later it showed. Not sure if lubrication might be it, but my thing is why is it still there after almost 2 months. i use regular soap when washing

What you probably have is a Dermatological reaction going on - the most common thing Men do when they use soap on the head of the penis is to kill-off the good bacteria that are naturally present on the head of the penis. This 'protective layer' if you like is often referred to as Smegma, when you have the right hygiene practice in place this will protect the natural 'good guy' bacteria on the head f your penis. Smegma can also be a problem when the bacteria breed out of control, either due to no hygiene practice occurring or when an actual bacterial infection occurs following penetrative sex. What you likely have is the wrong kind of hygiene practice in place.
The other thing to watch out for is not applying too many chemical based substances on the head of your penis, particularly if this is not removed and then this is trapped between the foreskin and head of the penis when the foreskin is completely covering the head of penis. So be careful if you are using Baby Oil, Skin Creams ointments or gels, or Oil based Lubes - try using plant extract oils and gels such as Coconut Oil or Aloe Vera Gel. Obviously, there may be a condition developing - so put all the good stuff in place and check carefully every few weeks for further developments.

What to do - never use any form of soap on the head of the penis, when you shower, draw the foreskin forward to protect the head of your penis, rinse everything off when you finish showering, then expose the head of your penis and rub with fingers and water only - dry your penis first carefully pat dry with a towel and make sure the head and foreskin of your penis is completely dry!

how long do i follow this hygiene before i see improvement? it hasnt worsened but it is about the same

Well, the simple answer is you should always follow an ideal hygiene regime. So, this is the starting place - to restore the natural balance of what you should have on the head of your penis, anyway - before you can then sort the issue of what has caused this. You may not get any clear improvement for any where between several days, weeks, or even months, depending on what it is you have going on.
In terms of sex, have you had unprotected penetrative sex recently? Perhaps oral with no condom? What a medic would likely give you to rule out the presence of a yeast or other bacterial infection is an antifungal cream. Then, once that is ruled out they would then start considering what else may be causing this.
As I suggest, if there is no bacterial / yeast infection present, you would then need to look at whether you have a Dermatological issue, or perhaps an actual skin condition. Obviously, with a dermatological cause you would need to remove complete exposure to the irritant, something that is further complicated if you have built-up an accumulative effect of different causal agents - such as Lubes, condoms, skin creams, baby oil, that kind of stuff - that has potentially caused this. If you have a skin condition, 'real' improvement may only be noticeable once that actual condition is identified and the correct treatment regime put in place.
This is why you start with the easy to do stuff first, then progress through the other possibilities if symptoms persist ....

When did this start, how long ago? Do you shave off all your pubic hair?
What you need to do is get an ideal hygiene practice in place and see what happens from there onwards. Follow as I detail above ...
You need to be suspicious if you have changed soaps, shower gel / wash, hair shampoo that kind of thing. Also has there been a change of washing powder that your clothes are washed in?
Hygiene - follow the guide I have detailed to Kayfabe. Take a shower every morning and make sure you wash all the cleansers off of your skin completly - take the main part of the shower to ensure everything is rinsed off. Ensure you are completely dry in the groin region - do not just quickly wipe with a towel - take the time to do it properly. Do NOT use antiperspirant or deodorizers - particularly if you usually spray these in your groin region.
Fresh underwear each day after you have showered. During the day, monitor whether you are sweating or otherwise becoming damp in the groin region. This is particularly important if you are sportingly active or go to a gym during the day and take a shower afterwards ...
