Help identifying inflamed bumps

Hello,

Thanks in advance to anyone who may be able to help with this issue.

In the beginning of 2020 I suddenly developed many skin-colored bumps on the glans of the penis and a set of inflamed bumps on the bottom of the penile shaft:

A dermatologist visually diagnosed the glans as "normal skin variation" and the bumps on the shaft as HPV.

After almost 2 years of treatments of the bumps on the shaft, including aldara cream, condylox, and cryotherapy, and 4 months without treatment, inflamed bumps are still present. While my dermatologist says that the HPV is not clinically visible, and is not sure of HPV in the first place, I can still see bumps, and they cause a stinging pain throughout the day. Most importantly, I have lost the desire to try to find a life partner for fear of transmitting this pain and anxiety to someone else.

I would greatly appreciate hearing from anyone who has had any success identifying or even better treating these lesions.
