hey, sorry to say it but those do look like early stage genital warts. i am not a healthcare expert so i recommend getting tested ASAP. not to worry though, genital warts are curable as long as you treat them as soon as you can!

but i haven't had any sex,till now i am sexually inactive is it possible to have genital warts without having any type of sex

I'm not an expert, but if you have been sexually active before even not recently you may still be able to develop symptoms. I know this is the case with many sexually transmitted infections. You shouldn't take way I say seriously though, because like I said I'm not an expert. The only way to know for sure is to get it swabbed and properly diagnosed.
