You have a reaction to something the skin of your penis is in contact with, probably on a regular basis.
You literally need to suspect anything that contacts your penile skin: soap, shower gel, any form of skin cream, lotion or moisturiser, condoms if you have been using them regularly recently.
The usual thing is that something contacting your penile skin has changed, so, for example, a soap or shower gel you are now using from a previous one, a different brand or type of condom if you are using them.
If you cannot make sense of what is going on you will need to get the practical help of a Dermatologist

Hi, thanks for the reply. I will suspend the things you said and try to see if there is an improvement. at the moment these spots are white, and almost peeling.

Other things that are often overlooked are the likes of washing powder, or the additives for washing clothes in a washing machine.
Check whether the current one being used is a very cheap one, often these can reap havoc to sensitive skin on the genitals ....

Two weeks, or perhaps even 2 months will give a better indication if your penile skin will return to normal again.
This is a dermatological issue - that is, something, or even a combination of things have caused this issue for your penile skin.
Update again in 12 to 15 days or so to let me know how you are progressing ...

how old are you? if you are still growing like me some soaps or fabrics may irritate your skin.

Thanks for the answers! this is today's photo:
maybe it's getting better, I don't know. one thing that happened when this stain started to appear was my excessive use of soap and cleaning over this region, because in my head it could be a problem with hygiene (even if I take great care with it). this may have made the situation worse, leaving the skin irritated and red, and the spot that was smaller, got a little bigger. but anyway, i will wait a few more days and see if there is a significant improvement.

Penile skin is most unlike skin elsewhere on your body this is why 2 or 3 days will give you no insight as to what is going on - as I said:
