Help on what might be affecting penis

so last year i noticed that my penis would get very glossy/shiny and extremely wrinkly and would get inflamed really bad and it just flared up again a few days ago anyone have an idea of what i may be

      have you gone to the doctor for it ? does anything you can think of cause a flare up ?
