I took a look at your picture, it doesn't look like HPV or herpes. It's more likely to folliculitis. This is a common skin condition after shaving. See your down there again and notice the symptoms of follicutilis:
- Clusters of small red bumps or white-headed pimples that develop around hair follicles
- Pus-filled blisters that break open and crust over
- Itchy, burning skin
- Painful, tender skin
- A large swollen bump or mass
Mostly herpes will go with tingling, itching, burning sensations and herpes blisters. HPV with a cluster of soft, pink or flesh-colored bumps that look like cauliflower.
