Dear adam,
The photos show a circular red patch covering the top (distal) third of the glans penis. It's a mild balanitis. As to the cause/causes, that's more difficult to tell. If you can recall what may have happened when it first developed several weeks ago you might be able to identify the initial provocation. It could be something as trivial as a change in washing powder or maybe exercising/sweating more, leading to friction/chafing etc. And do you have a pre-existing skin condition?
Try treating it by applying a moisturiser (e.g. Aveeno, E45, Diprobase etc) regularly; you can also apply a SMALL amount of a mild steroid cream (1% hydrocortisone) for a SHORT (2 weeks max) period. This is usually available from your local drugstore or pharmacist without a prescription.
