Do you shave this area? If you do, they could be a condition called pseudofolliculitis barbae (Google). It's an ingrowing hair/foreign body reaction problem, more common in certain ethnic groups with curly hair.

Thank you! I haven't shaved the area for quite some time now and it still hasn't gone away. I was worried that they might be warts, though it's been 2 years since my last sexual contact. Here's a zoomed out image:

If they are warts, they would have cleared after about 18 months. You can get persistent nodules etc from pseudofolliculitis, but if they're not bothering you just leave them alone.
