I think you may have lichen planus, a skin condition; or possibly a fungal infection. You will need to see a dermatologist in person to figure out what this is; they may use a special UV light to check and take skin scrapings for microscopy.
If you can't do that, then buy some Canesten cream and treat it presumptively as a fungal infection for a week or so. But if it's still very itchy in spite of anti-fungal treatment, then by exclusion, it's more likely to be lichen planus.

Thankyou for replying. I am applying clotrimazole. I can't go out due to lockdown. I think I have balanitis too. Is it possible that this has spread from my genital to the groin? Is clotrimazole okay. will it go away?

You'll need to post a picture of the "balanitis" to allow us to comment. Both thrush (candida) and lichen planus can affect the penis, so I can't say until I see the affected area.
As I mentioned earlier, if the clotrimazole doesn't stop the itching or clear the rash, then you have effectively eliminated thrush and any fungal infection as the cause and then it will be time for you to see a dermatologist.
