Help! What is this? Herpes or Scabies or something else?

I had my first outbreak last year towards the end of August/Beginning of September.

After I used a cream and hot water to bathe, it cleared, but not completely, there was still a spot and then later on it kept coming on and off. It itches me, especially at night.

I am confused and do not know what to do.

Please help, what exactly is this.image

    I would like to go to visit my doctor if i were you.

    May I know if there were any sex behaviors happened as well?
