Help with an approximate diagnosis

hi all.

my brother in law has an ongoing issue that so far he's gotten nowhere with and it's getting worse. Doctors don't want to look into it much and simply prescribe stronger pain killers.

he feels it started with a back injury at work. since then he's had numerous episodes of worse periods where he can hardly move.

then over the last 2 months, usually he feels when something physical has aggravated the back, he'll start slurring and stuttering. he'll start to get involuntary movements mainly in his arms and struggles to even get words out without many seconds passing by as if his mind has temporarily froze.

it's VERY similar to if he has cerebral palsy.

he's recently had a new diagnosis of arthritis along his spine.

any thoughts?
