Herpes or am I Paranoid (Pics included)?

So I've been dating a girl for a few months.  Verbal assurances from the both of us that we were "clean," so the sex has been without protection (stupid, I know).  After maybe two months of being sexually active, I noticed a small lesion on the shaft of my penis (first pic).  There was never a blister, rather a small ulcer type sore that eventually went away after about three weeks.  I went to the ER and was told that it didn't look like anything to be paranoid about, but I should check in with my regular doc for a follow-up.  Sked an appt and was seen.  Again, he said it didn't look like a classical herpes sore, but he ordered a full STD work up anyways.  That was about three weeks ago.  A couple of days ago, I noticed the same area felt tender.  Went and inspected only to find the same type ulcer sore, only this time it was a small cluster.  Again, no blisters, only the small ulcers.

I went in to see my primary doc again who again told me that it didn't present as classical herpes.  At the same time, he said my STD workup from three weeks ago came back negative for everything.  I know from what I've read that this can be common, as the virus may take a few months to show up on labs.  In the interim, he put in a referral for me to see a Dermatology Doc.

No other issues that typically go hand in hand with herpes.  No sickness, no tingling in the area before the break out, no blisters, no seepage, no scabbing over during the healing process (at least with the first one).  I've also spent quite a bit of time "going down" on this girl and have never seen anything of concern, nor have I had any breakouts in or around my mouth.

Any ideas?  First pic I've attached was from the first sore.  Second pic is from the second breakout.

    Clarification, both of the pics from previous post were from the first lesion.  The following was from the second recent breakout.

    Is it itchy or painful now?

      Not particularly, no. Only tender to the touch, same as an ingrown hair. But it doesn't bother me otherwise. I'm hoping it's nothing more than genital psoriasis, but I'm terrified it's something else.

    I’m sorry but they look like herpes and she probably didn’t know she had it because herpes isn’t included in std panels unless you ask or having symptoms but wait a couple months 2-3 . If they are hurting that’s not a good sign
