Herpes or ingrown hairs??? :(

Every time after I shave, a few days later I get these blisters, they hurt. I am not sure if its ingrown hairs or herpes and this has been happening for a few months now, less than a year. I haven't gone to the doctor yet but I am planning to. You can see the little hairs in the middle so I am hoping its not herpes but i am not sure at this point. Has anyone experienced this or can tell just by looking at it what it is?

But if thats the case, why do i always get them recently after shaving? why cant it be ingrown hairs instead?

i always get ingrown hairs. they never look like that..

could be contact dermatitis too
