Can I ask how old you are and if you are circumcised. What I did was pull my foreskin back and just allow it to sit in my underwear for a couple of days, but you should only do this is it isn't too painful. If it is too painful then you have to take a slower approach, but don't worry because it will eventually become less sensitive as you expose it more and more to the air and material.

Also, if it is ridiculously sensitive then you might need to go see a doctor, but if you are young and not circumcised then it is probably just normal to be sensitive (and a good thing at a young age).

The same as noted above (but for different reasons than sensivitity) I found keeping my foreskin retracted reduced the sensitivity of my glans. It took time but now it's much less sensitive to any kind of slight touch. I also keep my foreskin retracted when masturbating which has kind of "toughened up" the glans skin itself a bit.

Yeah, I'd say that just retract your foreskin as much as you can and it will get better overtime. I find that condoms and/or lube used to take most of the sensitivity away, but if not its just a matter of exposing the glans until it has lost some of its sensitivity. Mine was the same just a few months back.

What is causing the erectile dysfunction? Is it that it hurts to get an erection? Can you get an erection and then lose it when your glans begins to be too sensitive?

Just work on pulling your foreskin back more often and that should eventually work. I also believe there is such a thing as condoms that reduce sensitivity, might be worth looking into if it's really bad. This will be over soon hopefully and you will have reduced sensitivity.
