Nope, these are what's called fordyce spots and are completely harmless. They are visual sebaceous glans and cause bo harm but in some cases they can look like a disease.

Hi Kabzjr,
These are quite common, The spots are enlarged oil glands. They can effect your testicles, penis, lips and sometimes eyelids I beleive.
The word given for these spots are Fordyce spots. I have the ones you pictured above, but I also have then down my penis and on my balls...
Hope this puts your mind at ease, If not see a doctor for re-assurance. Search on google images Fordyce spots foreskin, you will find the same pictures as the ones you uploaded.... As for getting rid of these, I'm not sure what works, i've tried a couple creams recommended by people online but none of them work so I gave up years ago... I don't believe they go, I have had mine since I was 14. I am now 19 years old and they're the same.
