Fundamentally what you see on the head of your penis is as a result of you being circumcised, in tern, this is fundamentally about the loss of natural hydration that would have been present, had you not been circumcised.
However, it is possible that you are developing a skin issue and this is what you see as the browning and what look like warts.
Your own doctor or GP can guide you based on what they think you have going on, but as I say, many PCP doctors and GPs would simply say this is because of circumcision.
The better specialist to see would be a Dermatologist who would be able to guide you on whether you have a skin problem developing
