HSV-2 : is this a second break out or is it because of skin to skin contact?

My partner has had an outbreak on his groin just above his penis, it is starting to heal but now we have noticed tiny red dots on the tip of his penis. Is this a second breakout or could it be from the tip of his penis touching the blisters on his groin? He moves around alot in his sleep so we think thats how those areas could have come into contact.

He hasn't taken any medication and has been treating with warm epsom salt baths and cleaning the affected area with witch hazel ointment. We are worried about how painful these other potential blisters could be due to the area they are in. Any advice would be greatly appreciated.

    I think photos would help! Tiny red dots on the glans penis could either be herpes (what you suspect) or possibly thrush balanitis, if his partner (i.e. you) has vulvovaginal candidiasis.
