They look like infected hair follicles with some ingrowing hairs as well. Possibly due to shaving the area? Dont shave and use a soft soapy brush to try and release those hairs, but dont scrub at your skin and make it sore. It takes time. Do this alternate days. After washing and drying thoroughly use a 1% steroid cream on the area for a week before you go to bed. After one week, stop the steroid and use a cream like Aveeno to moisturise the area,again before bed You should be able to buy the steroid cream OTC in the chemists and the Aveeno cream in most supermarkets. Sorry I dont know which country you are in but I am talking about UK. Aveeno is a cream suitable for irritable skin.....it has good healing properties.
