I Don't Know What This Is, Need Help (Images Included)

I have these weird semi-clusters of dry flat like bumps along the shaft of my penis, weirdly enough it only covers the mid section and not the entire girth, just the "front" section that faces me, the underneath is completely fine

This has been there for about a year, it doesn't hurt, or itch, or anything, its just there, I think it may have be badly healed skin, I remember having these dry patches appear there and I scratched and washed it away

Could someone please tell me what this is and how I can go about treating it, it looks benign but I don't know if its a fungus or dry skin, or whatever so I'm unsure how to get rid of it without making things worse

As you will see from the last image, the more flaccid a state my penis is, the less noticeable they are, which is why it was so easy to ignore I guess, but as the skin stretches they become more apparent
