I fractured my calf bone on 1st December 2017, my ankle is still stiff and hard

I fractured my calf bone on 1st December 2017, I had cast for 12weeks and I can walk long distance. My challenge is that my ankle has not taken it shade 3 months after the removal of the cast. Its very hard when I press.
