I got this rash on my neck. What can i use to remove it?

I had this rash or something on my neck for some time.. It does not itch or anything but it does not go away.. Is there anything i can use on it?

I dont have money to really go see anyone about it and i have had it for like 3 years now... Thanks for any help.. I hope its something simple i  can but a cream for and call it a day..

    It looks like hyperpigmentation, although I may be wrong.  I think you can get skin lightening products for it.

      hyperpigmentation.. im looking a few things up... Is there away to get rid of it? Im not trying to hide it.. im not sure if its that...

    You can get skin lightening creams, I am not sure how good they are, there may even be some natural ways too.

      i was hoping this was something i can get ride of and not hide.. it seams to get worst.. Im trying to clean it alot.. It seams to dry out.. Im not really wanting to live with this for ever.. im only 30
