I have red bumps all over my chest and upper back!

This week i must have gotten a rash of some sort because i have a ton of bumps coming up on my chest and back. During the colder months my skin does tend to get irritated more than the normal person, so i was itching myself a bit as it was uncomfortable. now its even more uncomfortable and the bumps are killing me they're so itchy.

I've been applying hydrocortisone cream but that only helps the itch temporarily and i doubt its actually helping them heal. Does anyone have any suggestions that would make this heal faster? I'm open to anything at this point.image image
