****It's been over a week that the lumps/rashes started appearing and it's been itching me since then, it looks dried up since 2 days ago but I'm getting scared and embarrassed to tell my parents, can someone please tell me what it is? I'm 19 years old though.

Are you currently sexually active or not? How would you describe your penile hygiene: do you wash after each time you urinate? Do you shower every day and put on clean underwear daily? Do you do a full clean up and wash after masturbating?
For further comment you need to post images taken in bright daylight or sunshine that are taken closer to your penis ......

If you actually are 19YOA and have never had any sexual contact then your penile skin is in extremely poor condition.
You are going to need medical help to overcome the current issue you have, but you also need someone to check on your penile skin generally. The best medical professional for this would be a Dermatologist, as another responder has stated you may have something like scabies at the moment, you need a doctor to accurately identify what you have and provide you with the correct medication to treat it
