I think I was heavily/dangerously overmedicated as a newborn baby

I just found my Mum's Baby Journal for me from 1981, and there's some pretty troubling details in there surrounding heavy meds I was put on as a newborn. From the age of 3 weeks old - 32 weeks old, my Paediatrician had me on Merbentyl (5 times a day) PHENOBARB, (25 mls a day...isn't this an anti-seizure medication?!) Tempra for pain-relief and Vallergan which is a heavy sedative. I don't come from any kind of medical background, but even my limited knowledge as a mother now myself tells me giving Phenobarb and Vallergan to a newborn is just bonkers. I'm not looking for any recourse here, I'm just trying to understand what Paediatrician in their right mind would prescribe these meds for a newborn baby. Is there something I'm missing here? Because I'd really like to know.
