since you are a virgin you can rule out any sti. so most likely it can be an issue caused by skin irritation. a dermatologist will be your best bet to get everything in order.

As Regret has asked, do you think this could be related to sexual activity? Can you get this checked by a Medical Professional, or if you think this is sexual related, go to a Walk-In Sexual Health Service such as a GUM Clinic or City Center Sexual Health Service ....

As Regret has suggested, as this is not sexual related, the best person to help you would be a Dermatologist. If you live in the UK you can either go to your Family / Regular Doctor / GP and ask for a referral to a Dermatologist.

Also, no matter where you live, if you are in or near one of the larger cities you can go along to City Center Sexual Health Service - they help people with ALL Genital health issues, they are not just for people having sex. If you would be a little anxious about walking into to somewhere like that, see it as an adventure - the good thing would be, you have a severe penile condition and you need to get treatment in place as soon as possible.

Otherwise, if you have a Male elder to speak to, someone you can trust, ask them what they think you should go about getting it sorted - but emphasise, you need this sorted sooner, rather than later ......
