I’ve been having serious numbness in my arms/legs for the past year and my doctor won’t listen to me

I’ve been having numbness/staticky feeling in all of my limbs at completely random times. I’m also having terrible arthritis and back pain. I’ve asked my doctor what might be going on, and she always told me that I’m probably just unfit. I’m afraid I might have a heart problem/damaged nerves but my doctor won’t give me the approval to visit a specialist. I told them that my heart rate is unusually high when performing simple tasks or sleeping, but they keep saying I don’t need to see a cardiologist.
