I've got confusing symptoms and test results. Please help!

For around a month I've been struggling with symptoms of: dizziness, raised pulse, occasional difficulty swallowing, occasional difficulty breathing, chest pain, weakness and numbness in limbs, balance issues.

At first doctors thought it was anxiety, but having conducted some tests (Full blood count, stool, urine, CT scan, and ultrasounds) I've got a new set of diagnoses I'm struggling to understand.

I had an ultrasound conducted of the arteries in my neck and during bending my neck downwards my vertebral artery flow cuts to 18% and my basilar artery cuts to 15% - I get very close to passing out. During rotation, my vertebral artery cuts to 35% and my basilar artery cuts to 40%. This seems to have caused a decrease in oxygen to the brain over a period of time and im told that's what's causing my symptoms. The vertebrologist suspects this is due to a combination of cervical instability, osteochondrosis, and spondylosis. I'm wondering if anyone has encountered something like this before? Would be so grateful for any advice/comments.
