I've got this bump on my penis. Is it normal or something serious??

its about a weak i got this on my penis initially it was small image and after 2 3 days it got bit bigger. i was not taking bath regularly so I started taking bath and washing it off twice a day it got smaller. but then today i had to a wear a bit tight jeans so it has acquired it original shape again like this . it pains when touched or pressed. i popped it up in starting some white creamy substance came out of it.. but now its nothing coming out or something. is it normal or something serious?? I'm very tensed!!image
