Knowing your age, and as Jason asks, what is your sexual history.
I would suggest these are quite unusual - you may need to see a Urologist to have this correctly identified

ive had them before ive had sex, ive tested for std(negative) before but never had my penis looked at, im 19

If it was me I would be going to a GU Medicine Service - in the UK these are known as GUM Clinics. It would be best if you went to one of the larger General Hospitals in your region where you live, that way you have a better chance of seeing a Urologist.
You may need to locate one first then phone to ask if they are doing walk-in appointments because of the virus situation
