I've had a rash on my pubic/penis region for nearly 2 years, just want to know what it is

Hi, I'm a 21 year old male, I have had a rash on the pubic area for nearly 2 years now, since June 2018, i've been to the doctors

(my local gp) about 5 or so times and each time i have been prescribed a different cream for it, none of which have really worked so far im just looking to get a second opinion on what the rash is.

I dont think its on my penis itself but sometimes spreads there a little bit when it becomes irritated, it is more on the bit right between the pubic hair and the base of the penis, any help !)would be greatly appreciated as its affecting me quite bad at this point as its not an area i want a rash on.

Also its not from shaving or from using shower gel, as i have not shaved for months before and not used certain soaps and its stayed there..

Hydrocortisone didnt seem to work, i've tried anti fungal cream, daktakort and anti biotic creams.

It can also be itchy, and gets worse the more u scratch

    you have already exhausted everything therapeutically

    is then probably atopic dermatitis / Neurodermitis

    there is probably nothing more than linola or urea creme
