not tender slight itch and no ooze feels hard

It may be an ingrowing hair cause by shaving, that has become infected and then healed below the surface of the skin. If it is that, the hair will eventually find its way to the surface and the lump should be absorbed.If it becomes red and angry then it is infected and should eventually discharge. If you develop a lot of these then you should see a doctor in case it is something else.
