Inflamattion frenulum pennis. What could this be?

Hello.I got a wound in the frenulum like 3 weeks ago. So I waited to heal, but

after that my frenulum (not exactly the same position of the wound in the frenulum) got inflamated

Its been like that like for 2 weeks. I can't notice if the meatus got inflamated too (but i think its also)

I've tried to use Clotrimazol like for 4 days, and didn't notice some changes

What could this be?
