Injured toe should it have healed by now?

my husband who is a type 1 diabetic aged 85 injured his toe by banging it on a chair in the middle of the night. This occurred 4 weeks ago and the whole foot is red and a bit swollen. I am concerned as he is a diabetic and wondered if anyone thinks he should seek medical help. It is so noticeable when compared with the undamaged foot and really looks unhealthy.

    Foot issues are always a concern with diabetics In fact, some nail salons won't trim nails during a pedicure for a diabetic. Since it's been 4 weeks, I think the Dr should have a look
