Irritation under urethra

Hello,

About two weeks ago I experienced a burning pain and redness under my urethra opening. The pain comes and goes lasting from 5 minutes to 20 minutes or so. This happens several times a day. When I urinate, it doesn't make it any worse or better. There is no burning sensation. Today, when I was driving in my car, it felt like my shaft was sweating and it got really itchy while the tip was also burning.

The penis looks pretty normal otherwise.

Any thoughts on what this could be? I'm leaning towards some kind of Jock itch but I don't see anything that might signal this. Can fungus be invisible to the eye yet have this kind of behavior?
