Is it herpes?

So I'm going to go extremely in detail. I've always had red bumps here and there in my public area and on my thighs. They are the size of the tip of a pen, painless, and red but sometimes white. I have also had pimples in my pubic region before. When I shave I notice an increase in these pimples which just look like regular pimples. Last week I have had an increase in small red bumps and penis pimples. I have also been shaving more, having more intercourse (with someone who was clean before and would only be infected if I gave them something unknowingly), and have been sweating more. These pimples and dots are all painless and do not itch, also I have experienced no herpes symptoms. This is the worst my pimples and dots have ever been and the timing doesn't line up for it to be a first time herpes outbreak. I got tested 14 months ago and was negative for everything (I have had a few of these bumps and penis pimples before that test too) but I have had unprotected sex since then but it was a year ago and I thought herpes broke out sooner after that if you came in contact with it. I have had these red dots and pimples in a numerous amount (more than in years past) a lot this past week but they haven't changed. Couple dots have disappeared and a couple have formed. Anyways, is it herpes?

    Are your pimples in clusters I shave too and days later I get like a few but all togehter with hair doesn't itch or hurt but if you touch one maybe a little tender like a pimple but I'm thinking the same herpes but there clear filled with maybe yellow but with hair Idk

      There are a couple in a cluster. But no they're not tender at all. Not yellow either. You think it's herpes though?

      Not yours I always think the worse when something is going on down there mine look in a kinda cluster but more like fluid filled but I've popped some and now feels tender
