Is it herpes or something else?

I had random unprotected sex and oral sex 4 months ago. My penis head got 1 small red bump and red rash instantly but it was not causing any harm so i ignored. Later i was getting more red bumps after 2-3 months it looks like balanitis. When i realized red sore are increasing i used terrasil and within 3-4 days was able to see improvement, but on 5th day i saw few white sore like below. its not itchy, neither i have fever or pain, or any discharge. Is it genital herpes or something else?image
